Just wondering, I've been wondering how the Hong Kong gov't responds to people tuning/modifying their car...is it true there are extremely severe punishments (confiscation, crushing) if they find out?

I think that's a myth. I've never heard of any cars being crushed for their modifications. Mods happen all the time and unless they're illegal, the law won't mind. What usually happens is if somebody is found with something illegal on their vehicle like tinted windows (yes, and this is unbearable in the summer), the car's licence is suspended until the modification is removed and given a Certificate of Roadworthiness by an approved workshop. Things like body colour are regulated too, because the correct body colour of your car must be shown on the tax disc. Suspension changes are perfectly fine if they meet regulations - the government isn't concerned with your discomfort if you install tougher dampers and lowered springs.

However, if you want to do an engine swap or modification that increases the size or power output, you need to report that to the Transport Department, so they can adjust your road tax accordingly because the amount of road tax depends on your engine's size and power. And because monies. An exception is EVs - those are charged by their weight. IDK why, but it's given Tesla drivers a huge incentive to buy a Model S over an similarly powered and priced E-Class, because the road tax is a couple thousand HKD less. If you are found to have modified your car and avoided paying taxes by not informing the Transport Department, you will get fined.

Hong Kong's laws aren't particularly punitive - in fact, not that much of a modifying scene is present in Hong Kong. Anybody who has the money isn't interested in building their own rides and the people who do have interest aren't rich enough to afford the parts and a place to keep and maintain their cars. In the past, the law was a bit odd though - in the 80s, you couldn't change your stock wheels to anything aftermarket. I have no idea why, but nobody paid attention anyway.
